I've wanted to build a spell-based deck for a while, and Phoenix seemed like it gave me the most options. My early iterations of this were more defensive, but after thinking about it for a while I realized that most of my shugenja were naturally beefy - why should they be waiting for the enemy to come to them? And thus was a military shugenja deck born.

I've been playtesting this deck a bit. Some things I've noticed:
1) The deck can do honor victories quite well - better, in fact, than enlightenment, partially due to how hard it is to get Ring of the Void into play and partially due to the temples and proclaim making it very easy to accrue honor outside of combat. I want to double down on that.
2) While my shugenja can occasionally wander out onto the battlefield and take a province, neither of these decks are really set up to reliably support an aggressive shugenja deck. That deck would probably be better out of Shiro Shiba anyway.
3) With no Inquisitors in the deck, I have no way to get full value out of ToP.
Thinking about these things led me to wonder if it wouldn't be better to cut the water aspect of the deck for earth, in the form of Asako Kyuudo and Asako Tsunefusa (I'm also aware of Isawa Nairuko, but I don't have Honor and Treachery and don't particularly want to buy it). I'd also get two good support spells in Inescapable Snare and Obscured Pathways. So, with that in mind, I've made the following changes:
Dynasty -3 Isawa Shuksuko -3 Isawa Momoko -1 Isawa Kojiro
+3 Asako Kyuudo +3 Asako Tsunefusa +1 Kunji
Fate -2 Bo of Water -3 The Swell of Strength
+2 Obscured Pathways +3 Inescapable Snare +2 Steel on Steel +1 Rocky Terrain
Those last two fill the three currently-open slots.
One thing I've noticed is that I have a lot of redundant Fate-side manipulation that doesn't necessarily stack well. Isawa Tamaki and Seeking the Question, for example, only really work well together when you don't want to keep the top card; Tamaki and Control Your Destiny work decently together...as long as you're really digging for something; Public Records works well with Seeking or Tamaki since you can get rid of one of the three cards, but it's fairly redundant with Destiny unless you got rid of two things. I feel like I can trim a few of these slots for more battle Strategies - another Rocky Terrain over Seeking, for example. One or both Public Records could become Tranquil Gardens or The Seeker's Temple if I can find some.

Have you thought about Unimpeachable Name? You can use its Reaction in response to anything to get more Strategies out for RoVoid.

Updated the OP to my current build. The gold scheme could use some work. My costs are all over the place - many of the spells cost 2, but my creature curve is pretty flat - but most of my things cost even amounts of gold, so I figured I'd focus on that.

Updated the OP to my current build. The gold scheme could use some work. My costs are all over the place - many of the spells cost 2, but my creature curve is pretty flat - but most of my things cost even amounts of gold, so I figured I'd focus on that. Do you find the holding scheme to be awkward? You have 2 types of 4GC holdings, a 5GC holding, and a 6GC holding. I think those Silk Works might better serve you as utility holdings like Family Library or Mystical Merchant.

Well, right now I'm considering whether I want to go back to having an honor switch. If I do, there's Temple of Hotei and I can replace Nakanu Technique with Singh Remnants. Otherwise, I can turn the Silk Works into 1 Public Records, 1 Mystical Merchant, and 1 of some other utility holding, possibly Family Library or Tranquil Garden. I guess we'll see whether the switch option is useful or not in testing.
