Aside from my Kitsu Ancestors deck, I haven't played Lion much. It seems to me that a Tactician Swarm deck can still be pretty strong in Bushi League. Here's my approach:

Not enough guys/too many holdings and too many high costed peeps for lion blitz - plus rugashi hosting 4 is awkward. More swarmy I think. Also, if blitz...Qaylyar?

Perhaps. As I said, it's all theorycraft as I haven't played this sort of deck since Jade. Not sure why a 4 GC would be awkward in a deck that's mainly 2-for-2's with Small Farms to round the 3s into 4s. As for cost of the personalities, there aren't many lower-costed Lions available in this format (and some of those that are, have a higher than starting HR). I felt it better to stick with Tacticians, rather than just a motley assortment of cheap peeps that had no synergy with each other or my Fate deck
It's not any heavier than a Berserker blitz deck, really. But I do welcome suggestions on how to tighten it and/or speed it up without weakening it.

Because in a blitz deck you can't afford 2 holdings to pay for another holding. True blitz should buy at least 2 guys per turn including turn 1. Now a mid game swarm deck... Totally different story.
I think that's more where you will fall with this. I can see this performing much better buying 2 holdings T1 and then swarming. Which is another reason not to run Rugashi. It will stuff you up T1.

Hmmm. OK, thinking what else to use then. Even though Small Library is the same cost, I do think it should stay because it's 4-for-3 and more importantly, refills the province.

If you can make it work, more power to you. I've found when I dabble in Lion affairs that 4CG holdings are just not good for consistency. I'd probably focus more on utiliy and run a scheme like:
3 Copper Mine 3 Remote Village 2 Silk Works (it's the lion equiv of a 645) Shrine to Nimuro
And then some utility holdings that actually do stuff like Akodo's grave, Incense Mill, Family Library, Indomitable Home, etc.. I definitely wouldn't run more than 5-6 holdings that cost over 2G. I think the personality base is probably fine.

2 Silk Works (it's the lion equiv of a 645) I think that Silk Works isn't good option for Lion because it produces 4G when most of useful Personalites cost 7G. I think it's risky, but i'd prefer Prosperous Village instead.
