I think those are all fine cards - I just think the control of the AL box is really significant in this format. I dunno, KL might be fine - I don't plan on playing it to find out though.

Probably a pretty close wash in the end. AL's Limited control is free and potentially does offer card advantage over KL's, which will obviously cost you cards from your hand on your opponent's turn, though you may be playing the same control cards out of AL...

I know you're mainly going after Naval/Magistrates here... but if you're looking for control, have you considered Yoritomo Naoto and/or Kitsune Denhei?
Also, what about Costly Opportunity? Too costly?

Too costly? Naoto not being a magistrate is problematic for his cost and Denhei has low force and no naval. Good suggestions for general control but they'd both take away from my consistency in raids.

Shamsir is most useful in Kensai decks, where it enjoys a reduced cost. Was the Battle action really that bad?
Fubatsu Plate is good for its cost - though, honestly, I'm not entirely sure why you have so many items in the deck to begin with.
[P.S.: I do have 3 of the new Magistrate for you - as well as 3 of the Naval Scout, 3 of the Butterfly tokens (but no extras of the shug, sorry) and 3 of the new Scorpion Ninja.]

Shamsir is too weak - items need to be 4-5F minimum. Also looking at the new 2f armor that costs 4 but gets +3f from battle actions. I'd take a blank 4-5F item if it was cheap enough.
I run so many attachments because it doesn't work nearly as well with out them. Keeping raids unopposed or winning them opposed is too crucial and weapons help. It's like having another 4f guy with a battle action there and since I go second almost always I need that advantage. I run 12 because I need to see one by the end of my second turn.
Last night went fine for it - played Shingens Otomo bushi deck and thanks to Firm Censure I was able to get a really fast start and keep him locked down. Also played an EE uni deck a couple times that the deck handled really well.
I'm building a sister deck to this in EE standard format as well for Kotei since I'm not sure if I'm bored with Pokemon yet or not. I'll post that list here for comparison sake.

Argh. Why does Legion of Pain have to be Shadowlands? Know what's broken? LoP on Yoritomo Kanahashi. Not that it matters in bushi since LoP is a rare. I just wish it wasn't, lol.

That's often true - Kyofu, for instance. But not always - consider Nikaru.

Updated after a few more games. Pulled Fubatsu Plate for sturdy armor - needed the extra 1F it's capable of for maximum early control potential.
Seems to run really smooth once I get the initial lock down and I haven't even played a close game when I get an early Iwashi on the table. It's just a control fest.
That said, if I get stymied early the entire deck kind of stalls a bit. This isn't a game over scenario, but it makes winning much harder becasue it makes the box much less useful. Still my favorite deck, but I haven't played my shoot-em-up deck yet, so there's that.
